Senior Marine Logistic Officer

Responsibilities:
•Plan and manage monthly shipment schedules according to to company’s production and marketing plans.
•Define loading sequence and details with vessel’s person-in-charge and marine surveyor in pre-loading meetings (such as loading amount, sampling, loading times, rate of flow during transfer and emergency response procedures)
•Review and analyse performance data to monitor and measure departmental productivity, goal achievement, and overall effectiveness.
•Supervise the operation of the export facilities (Single Point Mooring SPM or Single Buoy Mooring SBM), including ensuring that tank farm inventory is able to meet delivery requirements. •Ensure reliable maintenance and repair of BMC SPM terminal assets and equipment, including SPM buoy, mooring chains, floating and submarine hoses, subsea pipelines and pipeline end manifold (PLEM) and attachments and spares.
•Administer the terms and conditions of contracts for SPM Terminal maintenance and operations support, managing contractor field execution, reviewing contractor performance for contract conformance and initiating remedial actions when appropriate.
•Develop, write, administer and implement effective preventive maintenance programs and projects for the SPM terminal.
•Create, maintain and update checklists for periodic inspections of SPM Terminal equipment, develop work lists and follow-ups to correct deficiencies identified during inspections and resolves SPM Terminal maintenance-related questions and conflicts.
•Conduct monthly SPM Terminal Safety/Maintenance Meeting, attend other department and company operational, safety and administrative meetings as needed and attend external meetings related to BMC marine operations.
•Collaborate with plant maintenance and procurement to facilitate cost effective purchase and utilization of resources needed for maintenance and repair of SPM Terminal.
•Keep up-to-date on international marine standards and regulations, and incorporate and implement where applicable.
•Review and analyse performance data to monitor and measure departmental productivity, goal achievement, and overall effectiveness.
•Engage in the review of regular maintenance plans, and the planning of scheduled turnaround maintenance activities for the export facilities, to uphold the operability and integrity of the facilities.
•Transfer of knowledge to all Logistic (Loading Movement) personnel.
•Prepare, monitor and execute Projects safely and successfully and meet Companys’ expectations.
•Monitor the contractor to ensure compliance with legislation, BMC, OGP, IMCA Diving recommended practice and industry best practices.
 
Eligibility Requirements:
Candidates must either:
•Bachelor Degree in Engineering or any related discipline; AND
•Minimum Seven (7) years working experience in related field including 3 years’ experience in supervisory role.
•Must have at least Five (5) years work experience as Project Manager, Diving Operation Superintendent in offshore export terminal such as Single Point Mooring installation, operation and maintenance activities.
•Has Tanker Scheduling Management, and floating loading facility maintenance Single Point Mooring (SPM) or Single Buoy Mooring(SBM) and project management experience as added advantage.
•Must be fully familiar with all underwater activities including construction, inspection and maintenance techniques and equipment.
•Must be aware of relevant legislation/guidance in relation to underwater operations and safety.
•Must have experience in preparing tender documents.
•Must be able to communicate (both written and spoken) in English fluently.

Technical Manager

Responsibilities:
•Develop department plans and goals, including business, production and organisational priorities for the Technical department.
•Guide direct reports in executing department work plans.
•Promote technical excellence by setting competency standards and engaging staff to continually develop and improve their skills.
•Provide personally or through direct reports, technical leadership for the resolution of complex or unusual situations problems, and to identify improvements.
•Provide technical and operational input to the decision making process that determines the strategic direction of the Technical department.
•Work with Operation and Maintenance departments to ensure seamless and optimized process controls and continual improvements, through regular meetings and consultations.
•Engage in inter-disciplinary projects such as the ‘scheduled turnaround of plant facilities’ project, to provide technical input and help define specifications or manage changing requirements. This is to ensure that reliability and availability concerns and parameters are considered.

Senior Project Manager

Responsibilities:
•Act as the Head of STA Coordination Team to oversee and monitor STA planning schedule including pre-STA preparation (work packs, procurement, tender approval etc.), site preparation, execution and post STA.
•Identify and confirm STA scope of work for each STA cycle.
•Verify completed work pack documents and distribute accordingly to STA project team.
•Consolidate and review work pack documents and ensure work orders are generated for each work packages.
•Prepare and monitor overall STA budget cost.
•Review STA contract tenderers technical proposal and conduct technical evaluation on bidders.
•Coordinate with relevant departments (Procurement, Operations, Technical, and Maintenance etc.) to ensure the project objectives are addressed and met as per STA KPI.
•Confirm of final listing of required STA materials especially Long Lead Items (LLI),
•Spearhead/coordinate STA project weekly/daily progress meetings and all STA related meetings.
•Initiate Kick-Off Meeting (KOM), STA challenge session with execution contractors and other third parties.
•Manage STA execution contractor, vendor specialists and third parties.
•Identify/assess critical path activities prepared by planning engineer (in conjunction with STA execution contractor) in the STA schedule.
•Supervise overall planning and execution work during STA preparation, execution and post STA.
•Report and provide update on STA to the Management Representative on the followings but not limited to STA overall scope, execution strategy, overall schedule, overall cost, organization plan, contracting and procurement, quality plan, operational readiness and assurance, logistics plan and HSE plan.
•Monitor overall STA execution work and highlight any potential delays and actual changes to the schedule and advise way forward/catch up schedule.
•Conduct reviews, risk analysis and contingency plan related to STA.
•Ensure all justifications for contractual variations during STA project are approved and documented.
•Evaluate execution contractor work performance.
•Ensure inspections for all STA work activities are conducted and properly approved and documented.
•Monitor progress on Mechanical Completion (MC) and Pre-Startup Safety Review (PSSR) walkthrough. Ensure all proper documents are in place and completed to handover to operations.
•Verify the completion of STA work pack documents and ensure all related documents are properly signed, approved and attached.
•Ensure that STA work activities meet planned schedule, costs budgeted as well as acceptable quality and safety as per work pack and STA KPI.
•Consolidate/verify all claims, invoices and reports on various vendors and release payments.
•Consolidate close out report for post STA lesson learnt recommendations for future improvements of STAs.
•Provide update on STA KPI (actual vs planned).

Quality Assurance And Quality Control Coordinator

Responsibilities:
A.STA Preparation:
•Identify inspection works required for STA 2019 and raise work request accordingly.
•Prepare, review and verify STA inspection packages. Identify materials, special tools, resources and activities required for the planned inspections and to ensure they are captured in the inspection work packages.
•Prepare STA QA/QC plan, this includes the inspection and testing plans (ITP) for relevant equipment.
•Develop standard or specific quality checklists for all jobs to be executed during the turnaround.
•Ensure all materials used in STA 2019 are quality checked and assured. e.g. by means of mill certificate, PMI etc.
•Provide the lessons learnt from previous shutdown activities/anomalies and incorporate these improvements in QA/QC plan and inspection work packages.
•Identify required specialized inspection services to be procured. Monitor procurement progress of such services in liaison with assigned focal point from Supply Chain Department. •Provide inputs and review of STA schedule.
•Attend STA daily progress meetings, all STA related meetings and contribute to minutes of meeting.
B.STA Execution:
•Implement the activities detailed in the STA QA/QC plan and inspection work packs are executed safely with full quality as per the Performance Standard and work schedule.
•Participate in the STA daily meetings to highlight any quality related issues.
•Responsible for all the quality forms/certifications through-out the STA job execution.
•Contribute in decision making on which jobs in the scope should have a technical quality check after execution.
•Coordinate and ensure any site instruction is following established process.
•Follow up of quality plan and report daily status to STA Core Team
•Attend and verify Mechanical Completion (MC) walkthrough with execution contractor, operation and technical personnel as an assurance that works have been carried out as stated in the work packages.
•Control all technical checklists (including mechanical completion checklists) after the jobs have been completed.
•Timely make available documentations required for the Pre-Startup Safety Review (PSSR).
C.Post STA/ Close out:
•Attend and participate in the close out STA meetings.
•Log all quality standard and specific quality checklists for future Turnarounds
•Give input to close-out report for quality related issues

•Document controller for the department, responsible in maintaining documents and records for clear audit trail purposes.
•Responsible in handling and coordinating for the department(s) on the following:

c)Procurement and related payment processes
d)Action tracking of departmental activities
•Provide secretarial support for facilitation of relevant meetings.
•Attend to requests pertaining to the welfare of expatriate employees in the department(s) – if any.

•Relief and support other Administrative Support Staff(s) as and when required.
•Perform other tasks as assigned by the respective department(s).
