CORPORATE PLANNING ANALYST - 1 POSITION

Responsibilities:
Primary Responsibilities:
 
Commercial
  • Provide support to other department on verification check and analysis on gas commercial matters.
Company Budget
  • Conduct budget performance review on quarterly basis and prepare  report to Executive Management and Shareholders;
  • To monitor and analyze budget utilization of the Company and report to the Management;
  • To analyze and interpret financial data by providing trends and forecasts and comparative analyses to support decision making for the management.
 
Performance Management and Business Plannning
Performance Management
  • Manage the performance of the Company Corporate Strategic Plan;
  • Conduct performance analysis to ensure right level of reporting and KPI result are reported to Management and Shareholders.
Business Plan
  • Facilitate corporate business planning process;
  • Review Company existing 3 Year Business Plan and Scorecard  to re-assess the strategic plans;
  • Develop business plan & annual scorecard approval;
  • Cascade & roll out the business plan & annual scorecard to the Organization.
Business Development
  • Evaluate business proposal / feasibility studies and to facilitate the opportunity until  final investment decision (FID);
  • Develop investment maturation process roadmap for the overall organization;
  • Periodic review and update on company’s economic / financial model.

 
Eligibility Requirements:
Candidates must either:
Qualification:
  • Possess at least a Bachelor's Degree, Post Graduate Diploma, Professional Degree, Economics, Mathematics, Engineering or equivalent. Possession of an MBA is an advantage;
  • Qualified engineer/economist with good multi-discipline engineering knowledge is preferable; AND
Experience:
  • Must have at least 5 year(s) of working experience in strategic business and planning field or commercial function preferably in the oil and gas industry;
  • Experience in building economic / financial modelling preferably in the oil and gas industry;
  • High level of numeracy and very strong business analytical skills are essential;
  • Must be commercially astute with excellent leadership and communication skills; critical thinking, problem solving, planning/organizing, influencing, conflict management, interpersonal skills, negotiation skills, team work and delegation with fluency in technical and business languages are a must;
  • Knowledge in gas commercial agreement is an advantage
  • Ability to work across multi-cultural / multi-national environment;
  • Strong report writing (technical / commercial) and presentation skills.

FINANCE STAFF - 1 POSITION

  • Compile Petty Cash expenses/receipts for timely processing of top-ups
  • Gather and collate employees’ payroll data and related information for timely monthly Overtime and Payroll processing, including TAP & SCP.
  • Compile information for timely processing, as well as monitoring and preparation of employee and other company related insurance
  • Ensure proper approvals and supporting documents complete with necessary justification in place for all payment order vouchers and staff claims submitted to the department
  • Prepare payment instructions to banks for timely payment according to scheduled deadlines
  • Keep proper record/ filing of all Finance related documents
  • Identify and highlight any discrepancies/ errors of all processed documents to the Finance Officer accordingly
  • Handle all internal queries/issues with tact providing alternatives/ solutions.

SUPPLY CHAIN MANAGER - 1 POSITION

  • Effective leadership and management of the Supply Chain team for the delivery of value added services that meet the company’s business needs with integrity and in alignment with the Government’s Local Business Development aspirations and initiatives
 
  • Ensure that supply chain activities are carried out by the Supply Chain team with the utmost integrity, fairness and transparency aligned with the company’s policies, directives and regulations, including all HSE related items
 
  • Co-create strategic solutions with the Management team and contract holders to meet the Company’s Vision and Mission and to prepare for and face the short and long term challenges ahead for Brunei’s Oil and Gas Industry players
 
  • Align the Company’s activities to Local Business Development initiatives and long term aspirations in developing local companies in a sustainable, effective manner
 
  • Ensure that each Supply Chain Department team member develops to their fullest potential within the unit by ensuring that they are given opportunities to demonstrate their potential and given the support required to do so
 
  • Guide and support the Supply Chain team on non-routine daily operations issues

  • Implementation of the Process Safety Management and Technical Safety Guidelines for Company operations including Contractors.
 
  • Lead and develop innovative technical solutions in implementation of Technical Safety and Process Safety requirements at worksite.
 
  • Establish process safety standards, practices and procedures.
 
  • Create and define strategies for improved methodologies and techniques for process safety activities in order to promote process safety.

PROCUREMENT STAFF - 1 POSITION

Primary Responsibilities:
  • Primary focal point of procurement activities for all materials and related services under assigned work category.
 
  • Responsible for managing own workload and deadlines by regularly checking SAP for latest requirements and prioritising processing accordingly to avoid backlogs and overlooked items.  Exception shall be when Supervisors flag up urgent processing that shall bypass items in queue.
 
  • Process purchase requisitions (PRs) into purchase orders (POs) within stipulated processing cycle Key Performance Indicators (KPIs) and as per Manual of Authorities (MOA)
 
  • Ensure invitation to RFQ sent to ALL Registered/Approved Vendors on BMC Vendor Registration Lists – any exceptions must be justified to Procurement Officer.
 
  • Pro-actively ensure that all supporting Supplier Agency Letters attached as part of PO award/justification are most up to date/valid.  
 
  • Responsible to flag up to Supervisor when end-user deviates from normal requirements.  (e.g. urgent materials requirements, request for supplier visits, etc).
 
  • Responsible for pro-active engagement of the end-user to clear any obstacles to timely processing to PO and deadlines.
 
  • Expedite materials deliveries to meet end-users’ “Required on Site” (ROS) dates
 
  • Ensure auditable trail of all documentations for procurement process is readily available;
 
  • Prepare and expedite completion of Technical and Commercial Evaluations;
 
 
  • Ensure that latest company regulations and requirements related to procurement activities including any safety related directives are immediately incorporated into the company’s standard purchase order;
 
  • Pro-actively flag to Procurement Officer any deviations from standard procedures, including any Single Sourcing activities or RUSH orders – in such cases, also ensure that correct documentation and end-user justifications are part of procurement document trail;
 
  • Ensure that any technical rejections are fully justified and explained in-depth the Technical Evaluation Documents – any rejection on specifications must provide details;
 
  • Liaise closely and update the line end-users in terms of specification requirements, delivery dates and any issues related to the procurement of the material;
 
  • Ensure that Vendors’ Performance Appraisal forms are processed as per KPIs.
