GENERAL SCOPE OF WORK

1. Supply and delivery of the following gases:
   
   
   
   
   
   
   
   
   
   
   
   
    

   • ​​​Contractor to provide:

     • Gas cylinder management services such as cylinder inspection works, certification of fit-for-purpose, calibration works, pressure testing, refurbishment by painting or other corrective works.

     • Contractor to deliver the industrial gases to BMC using vehicles that comply with BMC HSSE requirements.

     • Provision of competent personnel with fit for purpose HSE knowledge in complying safe work procedures to carry out the work, trained and certified with BMC Permit To Work system as Work Site Supervisors.

     • Manage, inspect, and track inventory of cylinder stock on delivery and collection.

     • Gas cylinder management services including, but not limited to, cylinder inspection works, Certification of fit-for-purpose, calibration works, pressure testing, refurbishment by painting or other works, among others.

     • Workshop facility with gas cylinder testing, maintenance, and certification capabilities.

     • To provide Certificate of Analysis “COA” for each delivery to ensure quality control of delivered gases.
        

   • Minimum requirements are as follows:

     • Supplier workshop facility should be able to test, repair, and certify gas cylinders.

     • Personnel are trained for safe handling of cryogenic gases and high-pressure gas cylinders.

     • Has approved and appropriate delivery vehicle equipped with spark arrestor for plant entry.

     • Inspection, evaluation and refurbishment of gas and liquid cylinders.

     • Storage or production site is ABCi or equivalent approved for industrial usage.

     • Relevant experience; Reference to other similar work performed.

 

LOCAL BUSINESS DEVELOPMENT (LBD)

 

As per Guidelines set by the Department of Energy (DOE), this scope is categorised under the Highly Specialised Quadrant of the LBD Framework. Hence, this EOI is:
 

• Open to all business entities;

• Local Employment target: Best endeavours;

• Local Content target: Best endeavours; and

• Annual spend: Best endeavours.

 

TENDER/CONTRACT SCHEDULE

 

• ​Planned tender date:   End August 2023

• Contract Duration:        Three (3) years plus one (1) year extension option.

To confirm interest in provision of the scope, interested parties are instructed as follows:

• Deadline for submission of EOI: 1600 hours, 5 August 2023

• All submission shall be submitted electronically via email to: Tenders_EOI@brunei-methanol.com

• Interested party is required to mark its submission clearly as: A2305001/OPD (B) – SUPPLY AND DELIVERY OF INDUSTRIAL GASES & ASSOCIATED SERVICES

 

ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.
Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission. Inclusion of any such material shall be rejected.
 

Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
