Brunei Methanol Company Sendirian Berhad (“BMC”) hereby invites interested parties to submit Expression of Interest (“EOI”) for the following services:

 

EOI TITLE: PROVISION OF MANPOWER, EQUIPMENT & WORKSHOP FACILITY FOR PLANT MAINTENANCE OF SCHEDULED TURNAROUND (STA) 2026 (REF NO.: A2503003T)

 

1. INTRODUCTION

Brunei Methanol Company Sdn Bhd (“BMC”) is an international joint venture company incorporated in Brunei Darussalam that owns and operates a methanol production and exporting plant. BMC is planning a Scheduled Turnaround (“STA”) in July/August 2026, during which inspection and maintenance activities will be carried out across various sections of the plant. The STA is expected to last approximately thirty-six (36) calendar days, with twenty-three (23) calendar days allocated for engineering activities. The objectives are to complete the STA safely, within the stipulated duration, and in accordance with the specified quality standards.

 

2. SCOPE OF WORK

The selected contractor shall provide the required manpower, equipment, and services to execute the STA, including but not limited to:

i) Ensure all activities comply with BMC’s Health, Safety, and Environmental (HSE) policies.

ii) Mobilization and demobilization of qualified personnel, tools, and equipment.

iii) Coordination with BMC’s shutdown management team and other contractors.

iv) Detailed planning and execution of maintenance, inspection, and engineering activities.

v) Compliance with BMC’s quality control standards and technical specifications.

vi) Proper documentation and reporting of all work carried out.

 

BMC’s plant is comprised of various sections, including: -

i) Desulfurization section

ii) Reforming section

iii) Compression section

iv) Synthesis section

v) Distillation section

vi) Storage tanks

vii) Utilities section which includes the following: -

• Cooling water system

• Instrument air system

• Demin water treatment system

• Boiler feed water system

• Steam System with 2 auxiliary boilers

• Nitrogen gas system

• Fuel gas system

• Waste water treatment

• Flare system

• Chemical injection

• Electrical generation and distribution system

• Fire protection system

 

3. CONTRACTOR RESPONSIBILITIES

i) Develop and submit a detailed execution plan and work schedule. ii) Ensure availability of skilled personnel, including engineers, technicians, safety officers, and supervisors. iii) Provide all necessary tools, equipment, and consumables. iv) Adhere to permit-to-work (PTW) and risk assessment protocols. v) Ensure safe handling and disposal of hazardous materials and waste. vi) Conduct pre-commissioning and functional testing after maintenance. vii) Prepare final reports, including as-built documentation and recommendations.

 

4. DELIVERABLES

The contractor is required to submit: i) Pre-STA Plan, including work breakdown structure and safety measures. ii) Daily Progress Reports detailing completed tasks, safety observations, and issues. iii) Post-STA Report, including test results, compliance certificates, and recommendations for future maintenance.

5. LOCAL BUSINESS DEVELOPMENT (LBD)

As per Guidelines set by the Department of Energy (DOE), this scope is categorized under the Development Quadrant of the LBD Framework. Hence, this EOI is:

 

â–ª Open to Local Companies only;

â–ª The owners of the company must actively participate in its management and day to day running of the business; and

â–ª Maximise use of the local subcontractors.

6. REQUEST FOR QUOTATION (“RFQ”) SCHEDULE

 

Planned RFQ date: 06 MAY 2025

 

INSTRUCTIONS TO PARTICIPATE IN EOI

 

To confirm interest in the provision of the scope, interested parties are instructed as follows:

2. Deadline for submission of EOI: 1100 hours, 26 March 2025 Extended to 4 April 2025

3. All submissions shall be submitted electronically via email to: Tenders_EOI@brunei-methanol.com.

4. Interested party is required to mark its submission clearly as: PROVISION OF MANPOWER, EQUIPMENT & WORKSHOP FACILITY FOR PLANT MAINTENANCE OF SCHEDULED TURNAROUND (STA) 2026 (REF NO.: A2503003T)

 

ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.

 

Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission. Inclusion of any such material shall be rejected.

 

Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part, or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
